Octa provided contract administration services under NZS 3910:2013 for the delivery of the Pāpāmoa Coastal Reserve Shared Pathway. The project delivers a three-kilometre, 3.5-metre-wide shared path along Pāpāmoa Beach Road, improving safety and connectivity for pedestrians and cyclists within a key coastal corridor.
The works included new public amenities, planting, and stormwater infrastructure, with swales and vegetation integrated to reduce flood risk and enhance coastal resilience. Construction was delivered in staged packages, requiring careful coordination to maintain progress and minimise disruption to residents and road users.
The alignment passes through a sensitive coastal environment, including areas of ecological significance and land of cultural importance to Māori. A timber boardwalk section required targeted environmental controls and ongoing engagement to balance construction requirements with environmental and cultural outcomes.
Octa’s role included contract administration, programme and commercial management, and stakeholder coordination. Through clear communication and disciplined administration, the project was delivered without formal disputes, resulting in a high-quality outcome for the community.
