Octa provided comprehensive project management services for Port Otago’s purchase of new Ship to Shore (STS) Container Cranes.
Octa’s services included establishing and managing the procurement strategy, preparation of the Request for Proposals and Scoping document, analysis and selection of the crane manufacturer from China, establishing and managing cost and document control systems, onsite inspection strategy as well as implementation of over $2 million of enabling works on site at Port Chalmers in advance of crane delivery.
This new STS Crane was to replace the existing STS Cranes manufactured in 1973. The technology and market place had changed significantly over their 20 year life and one of the challenges was to gain knowledge in new crane technology and appropriate preferred crane criteria required.
The first crane was successfully delivered in February 2005. The success of the project resulted in Port Otago ordering a second crane. This contract was negotiated with the crane manufacturer, ZPMC of Shanghai, with delivery taking place in April 2007.
This was a design and build contract with an international contractor in a foreign country. Accordingly, due care was required to establish appropriate conditions of contract, communication process, and onsite input in order to achieve the required quality standards.
