Octa has a strong association and understanding of heritage, adaptive re-use and restoration projects. The nature of these projects generally means they include both seismic and regulatory upgrades of building systems, which adds to the complexity of dealing with the building fabric to physically incorporate these new elements.
In Christchurch, we managed the refurbishment of the “Sign of the Kiwi” restaurant for the Council and are currently working with CCC on the Christchurch Town Hall. This followed our involvement with the project management of the design and construction of the former Convention Centre on Kilmore Street. We also managed the stakeholder consultation process on the Town Hall as an earlier part of this project on behalf of Vbase.
Other examples include the Toitu Settlers' Museum and Old National Bank of New Zealand in Dunedin and the Dunedin Town Hall. Our heritage work in Wellington has included the Wellington Railway Station Strengthening and the Parliament Debating Chamber and Parliament Building Strengthening and Refurbishment.
Octa also “walks the talk” and owns three significant Category 1 & 2 Historic Buildings. The first to be restored was the Old National Bank on Princes Street, Dunedin. The others are Garrison Hall and the Union Bank in Dunedin.
Octa is typically involved in all project phases, from feasibility through to hand-over at project completion. And all too often we see the far reaching cost, time and quality impacts of a poorly managed Design Phase.
Octa understands the specific requirements of Design Management, speaking the language of designers, contractors, and most importantly, the Client, and contributing to the co-ordination of this phase in a way that adds value to the processes.

Our established processes and templates will streamline documentation such as Room Data Sheets and Design Co-ordination Registers.
Some of our significant and high profile Design Management projects include the Christchurch City Council’s Metro Sports facility, Christchurch New Central Library and Tetra Pak’s new processing plants in the North Island and Australia. One of Octa’s key strengths is our ability to provide a management structure to complex technical projects, and supply competent and proactive project management personnel for these working environments in order to deliver successful projects. Management of the project programme is an essential element in this success.
As an example, Octa worked with the Dunedin City Council to determine a 20 year implementation strategy for the upgrade of the City’s water supply and wastewater infrastructure. This was driven by the need to improve the quality of the water supply and to meet the changing regulatory environment.
A multi-stage strategy was determined by Octa that considered the sequencing of the various upgrade and replacement works along with consenting and funding requirements. This covered a 20 year period with a programme of inter-related projects developed that encompassed multi-million dollar upgrades of supply and treatment infrastructure.
Consideration was made as to the procurement strategy that considered the ability of the construction industry to complete these often complex and specialist projects. Octa maintained an overview of the project implementation and where the project complexity demanded, provided skilled project resources and systems to manage the delivery.
This integrated approach was very successful with the objectives of achieving A Grade water supply and meeting consent requirements for wastewater disposal achieved within the overall programme objectives.
Since the 2010 earthquakes in Christchurch, Octa has developed a sound knowledge and understanding of the damage assessment, engineering evaluations and insurance processes, as well as the various roles/obligations required of public and private organisations in both the commercial and residential sectors. Octa has managed a variety of recovery processes for people whose lives and businesses have been affected by the earthquakes.
Octa’s experience includes new construction and the reinstatement of earthquake damaged buildings to comply with the New Building Standard.
Octa was commissioned nationally by Housing New Zealand to assist on various housing repair projects, and continues to work with the teams at Christchurch City Council on repairs to the Bromley Wastewater Treatment Plant and wider network infrastructure plus the Land Drainage Recovery Programme restoring flood risk to pre-earthquake levels.
Other types of work include demolition of dangerous buildings, asbestos testing and management of its safe disposal, plus fast-track strategies for consenting of recovery and repair works, as well as for new construction. Examples include Christchurch Mens’ Prison strengthening, repairs and replacement to Parkbridge Apartments, Carlton Hotel replacement, Rangi Ruru Girls’ School as well as several projects in the Wellington region.

Octa has a very strong track record of promoting and facilitating environmentally sustainable design. Some of New Zealand’s leading and award winning “green” building developments are flagship Octa projects in which the conceptual thinking and environmental strategy was developed and lead by Octa project professionals.
The ASB Bank “C Drive” high technology centre at Albany which was a RICS award winner in innovation and sustainable design. Octa also delivered the award winning University of Otago Information Services Building which included maximising re-use of the existing Central Library building.
Leading edge design for energy efficiency saw this building win the Property Council of NZ Energy and Efficiency Award.
